Town of Bowdoinham

Select Board Meeting

February 11, 2014 at 5:30 p.m.

 

 

1.         Call the Meeting to Order & Establish a Quorum

 

The meeting was called to order and quorum established by Chairman Hobart at 5:30 p.m.  Select Board members Brian Hobart, M. Theresa Turgeon, Wendy Cunningham, Kathy Gallant and Doug Tourtelotte were present.  Staff present included Planning & Development Director Nicole Briand. The Town Manager was absent due to illness. Also present was Bradley Smith and Steve Dyer representing MSAD #75, George Christopher and Dean Beckwith. 

           

2.         Amendments to the Agenda – None

 

3.         Approve Consent Calendar

  1. Meeting Minutes of January 28, 2014

 

On motion of Turgeon/Tourtelotte, the Board voted 4 – 0 – 1 (Gallant abstained) to approve the meeting minutes of January 28, 2014 as presented.

 

B.   Warrants & Financial Reports:

1.   Treasurer’s Warrant #51 for $54,609.34

2.   January Financial Report

            C.  Reports & Communications

                  1.   Sheriff’s January Incident Report

                  2.   Fire Department January Incident Report

            D.  Quit Claim Deed(s)

On motion of Hobart/Tourtelotte, the Board voted 5 – 0 to approve the remainder of the Consent Calendar as presented.

 

4.         Discussion Items

A.  Meet with Superintendent Brad Smith and Business Manager Steve Dyer (MSAD #75)

 

            Superintendent Brad Smith provided an overview (see attached hand-out provided) of the upcoming budget issues for the next fiscal year for MSAD #75. He stated that there will be an increase in the budget due to teacher retirements, charter school fee and change in the health insurance premium calculation. In the past, the MSAD #75 used fund balance to offset increases in costs, but the school district cannot continue to use fund balance.

 

            The Superintendent also stated that special education costs are increasing, including placement of students out of the district. Board member Cunningham asked why there is an increase in special education students. Smith stated that the infant mortality rate has decreased.

 

B.   Draft Policy for Budget Requests by Community Service and Social Services Agencies

 

This policy was drafted by the Manager in response to the likelihood that the Town will receive requests for funding from community and social service agencies as part of the annual budget process.

 

The Board reviewed the policy and had no comments, questions or concerns.

 

C.  Draft Property Lease between the Town and Bowdoinham Public Library

 

            This draft lease was prepared by the Manager in response to the Town’s insurance carrier. The Board reviewed the lease and had no comments, questions or concerns.

9.         Comments from Select Board Members

 

            Board member Turgeon stated that the senior center is continuing to have good attendance and The Town Landing is providing soup when there is extra available.

 

            Turgeon stated that she has heard complaints about snow plowing. Chair Hobart stated that he thinks everyone is simply tired of snow and the winter. The Board agreed that the Public Works Department is handling the winter fine.

                       

10.       Comments from the Public

 

            Dean Beckwith of Merrymeeting Bay Farm/Nursery stated that he would like to plan edible gardens at the Mailly Waterfront Park. He does not want funding to do this, just approval from the Town for a design and to allow the planting.

 

            Chair Hobart and the Board directed Mr. Beckwith to the Town Manager to discuss the project.

            The meeting adjourned by acclamation at 6:15 p.m.
