Town of Bowdoinham

Select Board Meeting

August 27, 2013 at 5:30 p.m.

 

 

1.         Call the Meeting to Order & Establish a Quorum

 

The meeting was called to order and quorum established by Chairman Hobart at 5:30 p.m.  Select Board members Brian Hobart, Kathy Tome, and M. Theresa Turgeon were present.  Members Kathy Gallant and Doug Tourtelotte were absent. Staff present included Town Manager William Post and Planning and Development Director Nicole Briand.  Also present was Stewart Burrell and Shawn Roberts.

3.         Approve Consent Calendar

On motion of Tome/Turgeon, the Board voted 3 – 0 to approve the consent calendar as presented.

 

4.         Action Items

            A.  Act on Application for Automobile Recycling Business License Renewal for Robert’s Auto

 

The Manager stated that this business license actually expired in 2010, and was discovered by Deputy Code Officer Darren Carey when the business owner applied for a permit to expand the garage and office. As this is a renewal application, no public hearing is required and the Board can simply act on the application for a license renewal. The license/permit is valid for five years. Deputy CEO Carey performed a site visit and recommends that the Board approve the license.

 

On motion of Tome/Turgeon, the Board voted 3 – 0 to approve the application for an Automobile Recycling Business License for Robert’s Auto as submitted.

 

  1. Act on Letter of Endorsement for Route 24 Corridor Management Plan (Final) and Authorize the Manager to Sign the letter

 

The Manager stated that the Route 24 Corridor Management Plan has been finalized after public comments were received. The plan was not changed from when the board reviewed it previously as far as Bowdoinham is concerned. There were minor language changes for Topsham and Brunswick, but nothing that is substantial. The next step is for the Board to approve a “Letter of Endorsement” for the plan and authorize the manager to sign it on behalf of the Town. 

 

            On motion of Turgeon/Tome, the Board voted 3 – 0 to approve the Letter of Endorsement for the Route 24 Corridor Plan and authorize the Manager to sign the letter for the Board.

 

 C. Act on Approval of Tax Rate for Fiscal Year 2014

 

The Manager stated that he prepared two informational sheets that detail the tax rate for fiscal year 2014 as has been discussed with the Board and a history of the tax rate and its calculation since 2003. He brought the Board’s attention to the bottom of one sheet that showed a calculation of different tax rates and their effect on the tax bill for a $150,000 property. He recommended that the tax rate be set at $15.40, which is $0.30 more than FY13 and what has been discussed by the Board previously. This results in a 2% increase and would not be needed if the state did not reduce revenue sharing by $55,000.  

 

On motion of Tome/Turgeon, the Board voted 3 – 0 to set the tax rate for Fiscal Year 2014 at $15.40.

 

D.     Act on Approval of Celebrate Bowdoinham Budget and Events

 

The Manager stated that the Town’s insurance company requires that the Board review the events and budget for Celebrate Bowdoinham so that it is an officially sanctioned Town event. This allows insurance coverage with no additional cost. The Manager stated that Nicole Briand and other staff in the office have worked very hard on this event and have tried some different events and vendors for this year.

 

 Planning and Development Director Briand reviewed the budget and event schedule with the Board. She stated that she is still looking for more sponsors for the fireworks and also for volunteers for the children’s activities.

 

Chair Hobart asked how much more funding Briand wants for fireworks. Briand stated that she would need to raise an additional $1,200 to have a show the same as last year, which was $4,000.

 

            Chair Hobart stated that he would donate whatever hay was needed for the event.

 

Briand stated that she is trying some new items for the silent auction to try to increase interest. These items include autographed memorabilia and some trips such as to Costa Rica and the Major League Baseball All-star game. There is no risk in trying these items, as the company she is working for will get the items back if they do not sell. All items will have minimum bids this year. 

 

Board member Turgeon stated that there is no bingo game on the list of activities. Briand stated that she tried to have an organization with a bingo license run a game, but there was no interest.

On motion of Tome/Turgeon, the Board voted 3 – 0 to approve the budget and events for Celebrate Bowdoinham as presented.

6.         Town Manager’s Report

 

            The Manager stated that Linda Jariz began work as the part-time assistant town clerk/assistant tax collector on August 8th.

 

            MDOT is responsible for placing stop signs as the board discussed at the intersection of Route 24 and Main Street and they have been notified of the Board’s request to have a sign on the east side of the intersection.

 

            The Public Works Department has finished its work on the Carding Machine Road, some work on the turnaround on Spear Drive and has started on Dingley Road.

 

            The Bowdoinham Parent Group donated $125 to the Town in appreciation of using Town Hall for their annual rummage sale fundraiser. The group requested that additional tables be purchased with the donation.

 

            The Manager has been working on the fiscal sponsorship agreement with the Long Branch Veterans Workshop and will have that finalized in September for the Board to review.
