Town of Bowdoinham

Select Board Meeting

September 10, 2013 at 5:30 p.m.

 

 

1.         Call the Meeting to Order & Establish a Quorum

 

The meeting was called to order and quorum established by Chairman Hobart at 5:30 p.m.  Select Board members Brian Hobart, Kathy Tome, and Doug Tourtelotte were present.  Kathy Gallant and M. Theresa Turgeon were absent.  Staff present included Town Manager William Post. 

 

2.         Public Hearing on the General Assistance Ordinance Appendices A-E concerning updated overall maximums and updated housing maximums.

 

Chair Hobart opened the public hearing at 5:30 p.m. The Town Manager explained that each year the Maine Department of Health and Human Services reviews and updates the appendices for the General Assistance Ordinance to reflect changes in costs for basic necessities. There are only two changes for this year including the overall amount of assistance allowed and the allowed amount for a heated three bedroom home.

 

            There were no public comments. Chair Hobart closed the hearing at 5:31 p.m.

 

On motion of Tome/Hobart, the Board voted 3 – 0 to approve the General Assistance Ordinance as amended concerning appendices A through E.

4.         Approve Consent Calendar

On motion of Tome/Tourtelotte, the Board voted 3 – 0 to approve the consent calendar without the minutes as presented.

 

5.         Action Items

            A.  Act on 2014 Tax Commitment

 

The Town Manager stated that the Board approved the tax rate at their last meeting, and this is the official paperwork that needs approval and signatures. Tax bills were mailed on August 29th and the Town staff has been receiving payments, as well as a few complaints. 

 

On motion of Tourtelotte/Hobart, the Board voted 3 – 0 to approve the tax commitment for 2014 as presented. 

 

  1. Act on Assessors’ Return for County Tax Commitment

 

The Manager stated that this is the county’s tax assessment that assigns the county tax to be collected by the Tax Collector.   

 

            On motion of Tourtelotte/Tome, the Board voted 3 – 0 to approve the Assessor’s Return for the County Tax Commitment.

 

C.  Act on Award of Winter Sand Contract

 

The Manager stated that the Town received bids from three companies to provide winter sand. The low bidder is Premier Development (ETTI) of Lisbon Falls with a bid of $3.98 per cubic yard picked-up or $7.89 per cubic yard delivered.  The Manager recommended that the Board award the bid to Premier Development (ETTI) and have the sand delivered. This price is $0.05 less per cubic yard than last year.

 

On motion of Tourtelotte/Tome, the Board voted 3 – 0 to award the winter sand bid to Premier Development/ETTI for up to 1,200 yards of sand at a cost of $7.89 per cubic yard, delivered.

 

D.  Act on Maine Municipal Association’s Voting Delegate Credentials for Annual Meeting

 

The Manager stated that MMA holds their annual meeting during the MMA convention in October and the Town has a vote as a member. The Manager will be attending the convention and can be designated as the voting delegate for the Town.

 

On motion of Tome/Hobart, the Board voted 3 – 0 to designate the Manager as the Town’s MMA voting delegate.

 

6.         Discussion Items

            A.  Fiscal Sponsorship for Long Branch Veterans Workshop

           

The Manager stated that he had been working with the Town attorney on the language for the agreement as directed by the Board. The Board has a draft of the latest version. The Manager asked if the Board wished to continue with the agreement before we move forward with approval at the next meeting.

 

By consensus, the Board agreed to continue assisting the Long Branch Veterans Workshop as a fiscal sponsor.

 

 7.        Town Manager’s Report

 

            The Manager stated that he had received a different complaint concerning the legal use of fireworks in a different area of town. This complain came from the Fisher Road area. The complain is that the fireworks are being discharged before ten in the evening, which is legal, but interrupting children’s sleep. The complainant is interested in participating in a working group to discuss this issue and develop solutions.

 

            The Manager stated that bids for the lease/purchase of a backhoe have been received by the Town and he and Public Works Foreman Chadd Mayo are reviewing the proposals. A recommendation is expected at the Board’s next meeting.

 

            The Manager stated that the audit for the last fiscal year is in draft form and he and Deputy Treasurer Janet Smith are reviewing the report. The Manager also needs to write a Management Discussion and Analysis for the report.

 

            The Manager stated that Dotty Baker has returned to work after an extended illness.

10.       Comments from Select Board Members

 

Board member Tome stated that the Food Pantry has moved next to the Merrymeeting Arts Center and will be open on Fridays from 3:00 – 6:00 p.m.

 

Tome also stated that she would miss the Board’s October 8th meeting.

           

11.       Comments from the Public

 

            George Christopher asked if there was any word on the White Road being turned over to the Town. The Manager stated that he has not heard anything, but would check with MDOT

 

12.       Adjourn

 

            The meeting adjourned by acclamation at 6:05 p.m.
