PLANNING BOARD MINUTES

March 24, 2011

 

Members Present:  Ellen Baum, Paul Beltramini, Paul Baines, Brent Zachau and Bill Shippen

 

Others Present:  Nicole Briand-Town Planner, Sean Donohue-TRC, Kenneth Fortier-Power Engineers, Inc., John Titus-Burns & McDonnell, Lloyd Hendrix-CMP and Bob & Jane Nunes

 

Item 1:              Public Hearing on proposed revisions to Land Use Ordinance at 6:00 pm.

 

                        Baum opened the public hearing at 6:00pm.  No public present.  Baum closed the public                        hearing.

 

                        Baum called regular meeting to order at 6:05pm

 

Baines made a motion to recommend the proposed revisions to the Selectboard for       consideration at June Town Meeting.  Beltramini seconded the motion and all voted in    favor.  Baum will bring the proposed revisions to the Selectboard for their      consideration.

 

Item 2:              Consideration of Meeting Minutes

 

Beltramini made a motion to approve the Site Inspection Minutes from January 25, 2011.         Baines seconded the motion.  Baum, Baines, Beltramini voted in favor.  Shippen abstained.

 

Shippen made a motion to approve the Board’s February 24, 2011 Meeting Minutes as amended.  Beltramini seconded the motion and all voted in favor.

 

Baines made a motion to approve the Board’s March 10, 2011 Meeting Minutes as amended.  Shippen seconded the motion and all voted in favor.

 

Item 3:              Old Business

 

Site Plan Review and Shoreland Zoning Application –

Central Maine Power Company

Tax Map R10, Lot 16

The application is for the construction of a set of transmission towers and poles, in order to separate the two existing 345 kV transmissions lines onto separate towers/poles. 

 

Present to represent the project: Sean Donohue-TRC, Kenneth Fortier-Power Engineers, Inc., John Titus-Burns & McDonnell, Lloyd Hendrix-CMP

 

The Board reviewed the additional information submitted:

            Site Plan Review

  • 2(b).  Shippen made a motion to waive the requirement to show the setback on the plans.  Baines seconded the motion and all voted in favor.
  • 2(g). Shippen made a motion to grant the waiver request.  Baines seconded the motion and all voted in favor.
  • 2(i). Submitted.
  • 3(b). Shippen made a motion to grant the waiver request.  Baines seconded the motion and all voted in favor.
  • 3(c). Shippen made a motion to grant the waiver request.  Beltramini seconded the motion and all voted in favor.
  • 3(h). Shippen stated that if stone walls are disturbed during construction, then they should be restored after construction because they could depict property boundaries. Shippen made a motion to grant the requested waivers.  Baines seconded the motion ad all voted in favor. 
  • 3(i).  Shippen made a motion to grant the waiver request.  Baines seconded the motion and all voted in favor.
  • 3(j). Board agreed submitted.
  • 3(l). Board agreed submitted.
  • 4(b). Shippen made a motion to grant the waiver request.  Baines seconded the motion and all voted in favor.
  • 4)(c). Mr. Donohue clarified that CMP protocol is the environmental guidelines.  Board agreed submitted.
  • 4(d).  The Board discussed the need for information regarding how construction will take place. 
  • 4(f).  Board agree submitted and will discuss request for waiver of additional landscaping once they begin the review of the substantive review of the project.
  • 4(j). Board agreed submitted.
  • 4(l). Board agreed that the additional information will be need from the contractor.

            Shoreland Zoning

  • v.C.  Board agreed waiver has been provided with dual review with Site Plan Review application.
  • v.D. Board agreed waiver has been provided with dual review with Site Plan Review application.

 

The Board agreed that they made need the technical review fee and additional information and/or mapping when they conduct the substantial review of the application, but the checklist has been met.  Shippen made a motion to find the application complete.  Baines seconded the motion and all voted in favor.   The Board scheduled a site inspection for April 28th at 4:00pm and a public hearing for April 28th at 7:00pm.

 

Item 4:              New Business

 

Site Plan Review Application –

Robert Nunes

Tax Map R02, Lot 017-010

The application is for a wood products manufacturing business.

 

Present to represent the application Robert Nunes and Jane Nunes.

 

Mr. Nunes wants to operate a wood products manufacturing business and make sheds, dog house and other wood products.

 

The Board reviewed the application for completeness.

 

 

 

  1. All applications for site plan review must contain the following information:

 

  1. a fully executed and signed copy of the application for development review;

  1. the direction of proposed surface water drainage across the site, and from the site, with an assessment of impacts on downstream properties.

Mr. Nunes stated that he will use Bowdoinham’s solid waste & recycling programs and there will be no outside storage. 

  1. the location, dimensions, and materials to be used in the construction of proposed driveways, parking and loading areas, and walkways and any changes in traffic flow onto or off-site.

  1. a grading plan showing the existing and proposed topography of the site at two (2) foot contour intervals, or such other interval as the Planning Board may determine

Baines made a motion to grant waiver request.  Beltramini seconded the motion and all voted in favor.

Shippen made a motion to grant waiver request.  Baines seconded the motion and all voted in favor.

  1. A written statement from any utility district providing service to the project as to the adequacy of the water supply in terms of quantity and pressure for both domestic and fire flows.

No utilities proposed.

  1. Approval Block. Space must be provided on the plan drawing for the signatures of the Planning Board and date together.

Beltramini made a motion to find the application complete.  Shippen seconded the motion and all voted in favor.  A public hearing was scheduled for April 14th at 7:00pm.

 

Item 5:              Other Business         

 

                        The Board signed the approval letter for Findley’s Shoreland Zoning permit.
