Special Meeting

April 19, 2011

 

 

Item 1:  Call the meeting to order

            Meeting called to order by Chairman Hobart  at 6:00 p.m.

 

Item 2:  Amendments to the Agenda

 

            The Board added a discussion to hold a Special Town Meeting in early May to transfer funds from the fund balance to the contingency fund. 

 

Motion by Selectman Billingsto call a Special Town Meeting on May 4, 2011 at 7:00 p.m. at the Bowdoinham Town Hall then and there to act upon Article 1: to choose a moderator and Article 2: to see if the town will vote to authorize the Select Board to transfer up to $40,000 from the Undesignated Fund Balance to the FY 2011 contingency fund and Seconded by Selectman Tourtelotte.  Voted unanimously 3-0.

Item 4:  New Business

 

  1. TownOffice Gardens– request to accept plants as a gift

Motionby Selectman Billings to accept plants as a gift from Kathy Gallant and seconded by Selectman Tourtelotte.  Voted unanimously 3-0.

 

  1. Signal Light Host– Contract

The contract for website development and support has expired.  The new contract is for maintenance and support only as the development phase is completed.  The service is offered to $245/quarter.

Motionby Selectman Tourtelotte to authorize Interim Town Manager Smith to finalize the Signal Light Host contract and seconded by Selectman Billings.  Voted unanimously 3-0.

 

  1. CMP Easement Deed

Motionby Selectman Billings to authorize Interim Town Manager Smith to sign the CMP Easement Deed and seconded by Selectman Tourtelotte.  Voted unanimously 3-0.

 

  1. Public Works/Recreation Dept. – Lawnmower purchase

PW Prout had gathered three prices for a replacement lawnmower to be used by both the Public Works and the Recreation Depart.  PW Prout is requesting the Board approve the purchase of the lawnmower through Waterman Farm Machinery Co., Inc.  The cost of the mower is $1,784, which is $84 more than the lowest price through Home Depot.    PW Prout feels the warranty and service that Waterman Farm Machinery can offer will be more suitable to the Town’s needs.

 

Motionby Selectman Tourtelotte to authorize PW Director Prout to make the purchase of a lawnmower through Waterman Farm Machinery Co., Inc. and seconded by Selectman Billings.  Voted unanimously 3-0.

 

  1. Public Works – Un-posting of tar and gravel roads

PW Director Prout is requesting to un-post paved roads as of Wednesday morning, April 20, 2011 and un-post the gravel roads on April 27, 2011.  Currently all roads are posted until May 15, 2011.

 

Motionby Selectman Tourtelotte to authorize the PW Director to un-post paved roads on April 20, 2011 and un-post the gravel roads on April 27, 2011 and seconded by Selectman Billings.  Voted unanimously 3-0.

 

Item 5:  Town Manager’s Report – Available upon request.

 

Item 6:  Consideration of FY11 Treasurer’s Warrant #50 – Accounts Payable:  $231,424.88

                                                                                                Payroll:             $  17,198.62

                                                                                                                                    $248,623.50

 

Motionby Selectman Billings to approve Treasurer’s Warrant #50 for $248,623.50 and seconded by Selectman Tourtelotte.  Voted unanimously 3-0.

 

Item 7:  Selectperson’s Request for Agenda Items for next meeting (April 26, 2011)

 

a.         Discussion on personnel restructuring which is contained in the proposed 11/12 budget and how potential raises will be handled.

            i.          Town Office additional staffing

            ii.          CEO – Planner – Economic Development

            iii.         Recreation Director

 

b.         Update on Town Manager Search – Don Gerrish
