First meeting is Thursday, January 31st, 2008 6:30 PM at the Coombs Municipal Building. Everyone is welcome to attend.


This subcommittee will be responsible for addressing property owner rights in their discussions and planning, as well as obtaining public input throughout their planning process.  

The "Residential/Agricultural District" District Subcommittee is responsible for planning the Residential/Agricultural District District through the following steps.

1.  What is the current make-up of the "district"?
¢       Uses (residential, commercial, etc)
¢       Lot: Sizes, Frontage & Setbacks

2.  What are the positives/negatives, issues, & constraints in the "district"?
¢       Competing Interests

3.  What are the Goals for the "district"?
¢       Address both needs & wants.
¢       Address Competing Interests

4.  Determine if any additional Districts or Overlay Districts will be needed.

5.   How can the Goals be accomplished (Methods/Tools for Implementation)
¢       Allowed/Permitted Uses
¢       Lot Size (existing vs. new)
¢       Lot Requirements (existing vs. new)
"       Frontage, Setbacks, Height, Lot Coverage, etc
¢       Development densities
"       Sliding scales/bonuses
¢       Performance Standards
"       General for District & Uses within District

*Proposed Timeline:  complete steps 1-4 by June 2008.


*Comprehensive Plan Items to be addressed:
"       Recognize needs of local businesses (pg 13). Avoid constraints to businesses (pg 17).
"       Improve performance standards (pg 143).
"       Protect the rural nature of the town and limit sprawl (pgs 144, 145).
"       Protect quality of life by reducing the impact of development close to homes (pg 14).
"       Create incentives for developing in designated growth areas (pg 149).
"       Discourage population growth near farmland (pg 23)
"       Allow certain uses "by right" in pre-designated districts (pg 14).
"       Maintain a buffer between farmland and residences (pg 26)
"       Identify cemetery sites and maintain them as historical assets (pg 38)
"       Identify historic sites and encourage development that is consistent with traditional patterns (pg 39)
"       Allow for full range of housing types (pg 50).
"       Provide one or more areas for development of mobile home parks (pgs 50, 151).
"       Allow in-law apartments (pg 50, 149, 153).
"       Protect the watershed areas by maximizing protection of these areas (pg 73).
"       Require erosion control and BMP in agricultural uses (pg 74).
"       Protect wetlands in recharge area of the town well (pg 74).
"       Protect mapped wetlands farther than 250 feet from tidal water as Limited Residential Shoreland Zone (pg 75)
"       Develop standards for deer yards (pg 75).
"       Designate as suitable for less dense subdivisions (pgs 75, 152).
"       Consider limits on non-residential uses (pg 145).
"       Designate areas for commercial development (pg 146).
"       Allow industrial and commercial uses near waterfront consistent with historical uses (pg 154).
