Minutes of Select Board Meeting
September 11, 2007


Present: Residents: Ben Long, Bill & Pat Reed, Dotty Baker, Peter Feeney, Heather Cox, George Christopher and Kathy Durgin-Leighton, Town Manager
Non Residents: Anne D. Burt, Maine Council of Churches; Joan Saxe, Maine Chapter of the Sierra Club.

Item 1: Call the meeting to order – Chair Dorr called the meeting to order at 5:30 pm. All members were present: Chair Dorr, Selectperson Ciembroniewicz, and Selectperson Whittlesey.

Item 2: Consideration of the minutes from August 28, 2007 meeting. The Board reviewed the minutes. Selectperson Ciembroniewicz moved to accept the minutes as written, seconded by Chair Dorr. The vote was 2-0 in favor. (Selectperson Whittlesey abstained as he was not in attendance at the August 28, 2007 meeting.)

Item 3: Comments from the Public – There were no comments from the public.

Item 4: Ann D. Burt, Director of Environmental Justice, Maine Council of Churches and Joan Saxe, Maine Chapter of the Sierra Club representing the Maine Partners for Cool Communities gave a power point presentation regarding the Cool Communities Initiative. The initiative assists towns and cities in Maine to curb Global Warming by signing the U.S. Mayors Climate Protection Agreement and the Maine Governor’s Carbon Challenge. In Maine there are currently 12 communities that have signed on as Cool Communities and are moving forward with innovative energy solutions that curb global warming, save taxpayer dollars, and create healthier cities. The Town Manager presented the Town’s initiatives to cut energy costs. The Board thanked Ms. Burt and Ms. Saxe for their informative and important presentation. The Town will consider beginning the process of becoming a Cool Community.

Item 5: New Business

A. Meeting with Ben Long for appointment to Biking, Walking, Paddling Group effective September 11, 2007 through June 30, 2012. Selectperson Ciembroniewicz moved to appoint Ben Long to the Biking, Walking, Paddling Group effective September 11, 2007 through June 30, 2012, seconded by Selectperson Whittlesey. The vote was 3-0 in favor.

B. School Consolidation – Selecting Municipal Representative and At-Large Community Member. The Board met with both Kim Benjamin and Dan Billings, candidates for the At-Large Community membership to the Regionalization Planning Committee. Selectperson Ciembroniewicz moved to appoint Kim Benjamin as the At-Large Community member to the Regionalization Planning Committee, seconded by Selectperson Whittlesey. The vote was 3-0 in favor. Selectperson Ciembroniewicz moved to appoint Dan Billings as the Municipal member to the Regionalization Planning Committee, seconded by Selectperson Whittlesey. The vote was 3-0 in favor.

C. Appointing Voting Delegate to Maine Municipal Association’s Annual Meeting – The Board executed the appointment of the Town Manager and Selectperson Ciembroniewicz and Selectperson Whittlesey as voting delegates to the Maine Municipal Association’s Annual Meeting.

D. Solid Waste Committee – The Town Manager requested that the Solid Waste Committee be resurrected to study, among other things, the following:
1. Future of the Barn – continue to lease, purchase or begin looking for alternate site for future use
2. Single Stream
3. Safety
4. Efficiency and cost effectiveness
5. Participation rate in recycling program
6. Community value of the Barn

The Board agreed that a Committee should be appointed as directed in the Solid Waste Ordinance with clear objectives and a timeframe in which to submit a report of findings to the Board of Selectpersons. The Board’s intent is to have the findings prepared before the next annual town meeting. David Berry, the Solid Waste Manager, will staff the committee.

Item 6: Town Manager’s Report – The Town Manager gave the following report:

1. Brown’s Point Road – The Public Works Department will begin work this week on preparing the Brown’s Point Road for paving – ditching, replacing culverts, etc. It is estimated that the road will be paved during the 2nd week of October.

2. Railroad Tracks – The approaches to the tracks on Route 24 (before the Public Works garage) will be paved at the State’s expense this Friday, September 15th per Town’s request.

3. Excise Taxes – Excise taxes are $3,769 above last year’s received to date.

4. Trust Funds – Accumulated income for August 07 = $2,263.37

5. Revenues and Expenses to date – The Town Manager passed out a spread sheet showing all revenues and expenses to date. The expenses are at 14.28% of the total for the year and the revenues are at 27% for the year.

6. Roger Therriault will be attendance at your next meeting, September 25th, to discuss, among other things: Sludge, Code Issues, and Old Fire Station.

Item 7: Selectperson’s Request for Agenda Items for next meeting (September 25, 2007) - Roger Theriault & Nicole Briand report on the pending land use violations, update on sludge, update on the Town’s Disaster Preparation Plan, update from Tony Cox on the Maine Farmland Trust meeting, update from Kevin Prout, Public Works Director, on the Batchelder Bridge.

Item 8: Consent Items

A. Consideration to appoint Nicole Briand to replace Kathryn Durgin-Leighton as Codes Enforcement Officer and Building Inspector effective September 11, 2007 through June 30, 2008.
Selectperson Whittlesey moved to appoint Nicole Briand as Codes Enforcement Officer and Building Inspector effective September 11, 2007 through June 30, 2008, seconded by Selectperson Ciembroniewicz. The vote was 3-0 in favor.

Item 9: Consideration of Treasurer’s Warrants #10 & #11.
The Board reviewed the Treasurer’s Warrants.

Selectperson Ciembroniecz moved to approve Warrant #10, seconded by Selectperson Whittlesey. The vote was 3-0 in favor.

Item 10: Announce Future Meetings, Workshops, Events

· September 17 @ 7:00 pm – Maine Farmland Trust meeting (room 1)

Item 11: Adjournment – Chair Dorr adjourned the meeting at 8:30 pm.
